"usually we are trying to just jump out of the way of cabs," said one theatergoer, strolling up broadway. but traffic cops had some trouble enforcing the new regulations, and one officer had to keep jumping into the street to stop taxis and pedestrians from colliding. the city's transport commissioner admitted that the transition to a traffic-free times square was "a work in progress."
