Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of PMSOF intends to award a firm fixed price purchase order on a sole source basis to: Ready One Industries 1414 Ability Dr El Paso, TX. 79936.
THIS IS NOT A REQUEST FOR PROPOSALS. No solicitation document is available.
1) FAR Statutory Authority cited: 13.106-1(b)(1) only one responsible source and no other supplies or services will satisfy agency requirements. The AOR 1 and AOR 2 camouflage patterns are personal signature management capabilities whose use and distribution are controlled by United States Special Operations Command (USSOCOM). There is a list of approved end item manufacturers who are the only companies authorized to purchase materials in these camouflage patterns, and produce end items using these materials. Ready One Industries is the only company on this list authorized to purchase Glacier material from Nextec in the AOR 1 and AOR 2 patterns.
2) Nature and description of the supplies or services required to meet the agency's needs: A purchase order for 4,761 yards of Nextec's Glacier fabric in AOR 1 and AOR 2 is required to obtain material needed for Naval Special Warfare (NSW) Protective Combat Uniform production. The intent is to award a Firm Fixed Price type contract.
3) A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): Ready One Industries is the only end item manufacturer approved by USSOCOM and NSW to purchase Nextec Glacier material printed in the AOR 1 and AOR 2 camouflage patterns.
4) A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: Market research was not completed because the sale and distribution of the AOR 1 and AOR 2 camouflage patterns is controlled, and so only authorized companies are able to supply specific materials.
5) Any other facts supporting the use of other than full and open competition: NA
6) A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: Not feasible at our level.
