the sks fires the 7.62x39mm cartridge. this is about the equivelent of a .30-30 and the .223/5.56 when it comes to power. iow, it is among the weakest centerfire rifle cartridges out there. a .30-06 will far out perform it as will most common deer hunting cartridges.
body armor comes in various ratings. most common for police are nij levels iia, ii and iiia. none of these levels are rated against rifles. virtually any rifle can defeat them. level iii is specifically rated against the 7.62x39 and stops it quite well. level iv definitely stops it. many common hunting cartridges can defeat level iii.
7.62x39 is a medium powered assault rifle round and is approximately equivalent in power to the us 30-30. most typical hunting rifles are quite a bit more powerful than 7.62x39 and some magnum hunting rifles firing .30 cal bullets can generate more than twice the enegy of the 7.62x39. all kevlar vests which are nij level iiia and below can be penetrated by almost any rifle round including .223 and 7.62x39. level iii vests use sapi plates made of steel or ceramic and are rated against 30-06 ball and will stop typical assualt and battle rifle rounds. level iv vests like interceptor use ceramic plates and are rated for 7.62x54/30-06 ap and will easily stop 7.62x39.
