there were loads of small scale kit suppliers that made their own vests long before the issue vest came out. this is probably one of them. it doesn't look like a sass one, it could be hm supplies, troopers, jay jays, pwl etc etc. difficult to tell unless there's someone here who bought the exact vest themselves.
