according to kit monster over on arrse, they're just surplus osprey covers from the pecoc hybrid trials, that went to the andrew as part of the uor for their security/boarding parties

uor = urgent operational requirment o urgent order requirement, ne hanno bisogno e glielo ordinano/mandano, anche l'osprey e un articolo uor come il nuovo vest molle...
