stanno cercando di regolamentare la materia, restringendo la possibilità di acquistare in maniera indiscriminata repliche di armi sia in madrepatria che dall'estero. da quanto leggo dal loro forum praticamente verrà istituita la figura di giocatore di softair "legittimo" attestata dall'iscrizione ad un club che permetterà appunto l'acquisto di repliche softair senza incappare nelle sanzioni della legge.
non vieta assolutamente la competizione in campi autorizzati che continuerà senza problemi di sorta.
q: what parts relate to us as airsofters?
a: the all important section for us is section 36, this deals with the sale, import and manufacture of realistic imitation firearms (rif's).
this is not yet in force.
the projected commencement date for section 36 is october 2007.
q: how does our exemption work?
a: at this stage we dont have an 'exemption', we (as in airsoft skirmishers) have been granted a specific defence to the crime of 'selling,importing or manufacturing a rif' which will be written into the regulations of the act.
being a legitimate airsoft skirmisher will allows us to avail ourselves of the specific defence in order to avoid prosecution when we purchase a new rif.
q: how do we become a legitimate airsoft skirmisher?
a: at this stage, the workings of the regulation are not yet fully ratified by the home office, so we dont know for sure, but the educated guess is that you will need to be a member of a 'validated site', one which has independant 3rd party liability insurance. you may also need to have attended a minimum number of skimishes to fulfill this criteria (the actual number of times is not confirmed, but suggested estimates are 3).
q: i am a collector, can i still buy new guns?
a: in short, no. the specific defence applies only to skirmishers. you will have to become a skirmisher in order to continue collecting. its no bad thing, the game is a hoot. you'll be hoooked in minutes.
q: does the vcra apply to parts?
a: no, the vcra applies only to new rif's, parts (replacement or upgrade) for existing guns are still fully legal even if you are not a registered skirmisher. how you go about proving this to hmrc if you import them is another matter entirely.
q: i am under 18, can i buy a rif?
a: no, the law states it will be for over 18's only, although there may be potential for the parents of an under 18 registered skirmisher to purchase a rif on their behalf. most retailers operate an over 18's only policy at the moment, so it shouldn't change the way you buy things too greatly.
q: i skirmish on private land, can i still skirmish?
a: the vcra relates only to the sale, import and manufacture of rif's. it in no way prohibits you from owning rif's and or skirmishing with them, at a registered site or otherwise. if you are not a member of a registered site then it will prohibit you purchasing new rif's. please be aware of current firearms legislation relating to the use of rif's.
q: can i still import guns?
a: at this current time yes. the part of the act relating to imports is not yet in force, and is not expected to be in force until october 2007. it may be worth attaching documents relating to the commencement dates in any correspondance with hmrc to assist them when they process your shipment.
q: what's this about a database?
a: the database is an idea proposed by the association of british airsofters (aba) to centralise the details of all registered legitimate airsofters to allow retailers, site operators and outside bodies such as hmrc to quickly check the legitimacy of a persons skirmisher status. this will reduce the beuracratic burden of said seller, rather than them having to contact the individual site operator to verify someones status.
the actual workings of any database have not yet been finalised. its just a simple and effective means to reduce the time taken for you as an individual to complete your purchase.
